The Byrd HSA
Our Purpose* To contribute to the maintenance of high-quality education at the
Richard E. Byrd School by:
fostering communication
among parents, teachers and children
providing enrichment
and supplemental programs for the children
raising funds for HSA projects to benefit the children
Our philosophy on subsidizing student activity-related expenditures:
In response to the state’s 4% cap on annual budget increases, the HSA stepped up to fill the gap and provides funding for a majority of the activities that our children participate in – assemblies, author visits and some field trips – as well as specific technology (such as smart boards) to assist teachers.
We hope to continue to benefit our students by fundraising to support activities that enrich their elementary school experience.

Procedures and decorum at HSA meetings
All members of the HSA are welcome and encouraged to attend all meetings with the expectation that they will be learning about association activities in an open and tolerant environment.
Everyone in attendance is volunteering his or her time and deserves to be treated with respect.
We vote on HSA spending – so every member of this association is entitled to voice his or her opinion. No one should be made to feel badly for expressing an opinion. It is OK if we do not all agree.
Rules for an HSA vote
Every parent who has a child attending the Richard E. Byrd School and each staff member in this school shall be deemed to be regular members in this association and entitled to vote.
A quorum must be present and a vote made on any new expense of $250 or more. Large Wish List items are typically voted on in the spring, when the final budget projections are more accurate. Emergency expense requests, if necessary, can be presented to the HSA and voted on at any point during the year. (See Note from the Treasurer's Desk for more information.)
If anyone has an issue with something that has been said or done during an HSA meeting, he/she can take it "offline" and contact any of the HSA Executive Board members to discuss it individually. Executive Board members' names and contact information will be in the new handbook. Executive Board positions and email addresses are listed below.
